Message from Alabama Governor Bob Riley

Fellow Alabamians,

     Following the tragic events of September 11, 2001, the enduring spirit and strength of America was confirmed to the world. Across the nation, we responded with an unshakable resolve to combat terrorism. In November of 2002, Congress voted to approve President Bush’s plan for the creation of the U. S. Department of Homeland Security to coordinate our national effort to protect Americans from terrorist threats and attacks. This new department is responsible for the detection, prevention, protection, and response to any terrorist activity.
     Similarly, it is a fundamental priority of my administration to protect the safety, lives, and well-being of every citizen in Alabama. In 2003, Alabama formally established through legislative statute the first state cabinet-level department of homeland security in the United States. The Alabama Department of Homeland Security mirrors the structure of the Federal Department, and will create an efficient and effective means of preserving the security and safety of all Alabamians by coordinating statewide prevention, protection, response, and recovery efforts under one agency.
     I appointed Mr. Jim Walker to serve as the first Director of the Alabama Department of Homeland Security. Mr. Walker’s background as a retired U.S. Army Officer and his extensive experience working with Congress uniquely qualifies him to head the Department, and will enable us to successfully seek funding to support our security efforts in Alabama.
     The Alabama Department of Homeland Security coordinates with federal, state, local, and private sector officials to collect and analyze intelligence regarding terrorist threats and activities. The Department facilitates the collection and proper dissemination of relevant information to those officials and authorities who are our first line responders, and the primary defenders of our citizens.
     Currently, thousands of Alabamians, at home and abroad, are working to make our world safer. The Alabama Department of Homeland Security joins as a committed partner with those who are dedicated to eradicating terrorism. As Governor, I proudly support our men and women in uniform and all who labor to protect and preserve the freedom we hold dear. I encourage all Alabamians to join me in this endeavor."
